There IS water which uses the animation frames method - only waterfalls from TresCom Ops levels such as TC_Isle. IIRC, most/all the animation textures can be searched for using the term "strip" or "anim".
...Oh wait, I liked. Some retail Trespasser water uses frames, too; likewise it's only for waterfalls.
Also, CWaterEntity has a float value called "ResolutionRatio". I think it ranges from 0.0 to 1.99, it's been a bit. Try that to change ripple sizes. Examples can be found by the terminus in JPDS~testing.
