So here's a topic, endorsed by Draco himself.
The Sound of Trespasser is a tool that will completely replace TPAHack and TPAAdd, allowing you to add, insert, remove, edit sounds in the TPA files and even the Foley Table in the Effects.tpa
After three rewrites of the UI, I think I finally have the tool the way I want it to look,
It's got the basic stuff there, but I've disabled saving for the time being, basically because I'm loading the Foley Table (if any) as well and that data isn't 100% loaded due to my stupidity.
I've tried to simplify the entire process of making new sounds, the main problem is that once the sound is in the TPA, we can't get the name back in a (i think this is the word) feasible way.
I've supplied a method to simply convert a string into the String ID, which applies to the currently selected Sound Entry, this is handy for just hammering in new sounds quite a bit.
Something else I've added is a search feature, enter a name of a sound and then hit search, the tool then looks for a sound with the same String ID and selects it if it finds one. (can be used as a basic form of exploring the last few corners of the unknown sounds)
Any suggestions you guys have would be fantastic

Looks really good, and sounds like it will be really useful.
How exactly will adding new sounds work, I assume it has something to do with opening a tpa then add options are shown?

There'll be clearly labelled buttons (there aren't any now because I'm still rebuilding the UI)
I'm also writing a full documentaion/tutorial, there's no way you can't use this tool with all this help.
