Switching color palettes

Does anyone know a way to switch the color palette on a set of bitmaps (all from one palette to another) WITHOUT resetting the color indices of the pixels? Normally if you apply a new color palette, the indices are adjusted to best fit the new palette such that the bitmap still looks as much the same as possible. Thus, red areas will tend to stay red (assuming there are any reds on the new palette). What I want is for all the reds, say, to be replaced by greens. The basic idea is to choose one of the bitmaps, adjust the color pallete to get the desired look, save the palette, and then somehow apply it to the remaining bitmaps in the set without resetting the color indices.

Currently I'm using Wally v. 1.55b as my texture editor. I'm not sure if any other editor out there (even Paint Shop Pro or Photoshop or Illustrator) does what I want. My Google searches (including rather complex advanced searches) have been disappointing.
